Cell Phone Use

The Shalampax Parliament has passed a new law. Effective immediately, it is illegal to speak on a cell phone, whether hands-free or hand-held, while walking in any of the hallways of Shalampax’s building.
The government feels that simultaneously speaking on a cell phone and walking is too much of a safety hazard and inconsiderate of others.
Cell phone users tend to be oblivious to the world around them. Hence, when walking toward someone who is on a cell phone you always have to watch his or her every move to avoid bumping into the unconsciously swerving cell phone user.
