Following your logic, the way to achieve perfect governance is to close down Congress (and parliaments) permanently. You should start a political movement with that as your objective. Living in Washington DC, it is a great relief when congress goes on a recess and leaves town altogther thus I'm in total agreement with Manexposinghimself's opinion.
